New Stormwater Rates

Beginning in 2017, residential and commercial water bills include a stormwater rate as follows:

Basic residential stormwater rate/property/30-day period - $0.83

Basic commercial stormwater rate/property or unit/30-day period - $9.80

Since the implementation of the Lake Simcoe Protection Plan in 2009, requirements to address stormwater management issues in our region have been increasing. The City of Orillia Stormwater Management Master Plan (Plan) recommends that $65.8 million be spent on stormwater management over a twenty year period. This equates to approximately $3.25 million being dedicated annually towards stormwater management.  The City of Orillia currently owns and operates 80 km of storm sewer pipes, over 200 km of ditch, 2,400 catch basins, 1,400 maintenance holes, 6 stormwater management ponds, 3 oil/grit separators and a stormwater pumping station.  The Drainage Act requires municipalities to construct, maintain and repair the drainage systems.  Flooding is an issue in many areas of the City's stormwater system due to accumulation of winter road sand, vegetation overgrowth in ditches, crushed culverts, undersized pipes and other obstructions.  Climate change is expected to convey more frequent, higher intensity storms and an increased demand on the City's stormwater system.  The majority of the City's outlets, draining into both Lake Simcoe and Lake Couchiching, lack quantity and/or quality controls.  Traditional development techniques rely heavily on impervious surfaces which increases stormwater runoff and demand on the stormwater system. Chapter 461 - User Fees - Environmental Services and Operations - Stormwater of the City of Orillia Municipal Code was passed in December to collect the new stormwater rates necessary to address these concerns. 

e-Billing Service

The City of Orillia now offers e-billing as a way to receive your residential water and sewer bills.

Sign up to have your water and sewer bill delivered directly to your personal email account. To set up e-billing, you will need your most recent water and sewer bill to enter your account information. Once the information is submitted, you will receive an automatically generated email confirming your successful sign up. If no confirmation is received, please try again or contact the City of Orillia Treasury Department at 705-329-7239.

Once you sign up for e-billing you will no longer be mailed a paper copy of water and sewer bill.

Billing

Water accounts are currently billed based on a basic charge and a metered usage charge. Sewer fees are also applicable and are based on a basic and a volume charge. The volume charge for sewer fees is based on the metered water usage.

Effective Spring 2014, a new water and sewer rate structure began in which all customers pay a fixed monthly charge based on the size of their water meter and a fixed volumetric charge based on the water usage.

Water & Sewer bills are based on either actual or estimated readings.

Commercial properties: water meters are read and water and sewer accounts are billed six times per year (every two months).

Residential properties: water meters are now read twice a year, in the Spring & Fall. Water and sewer accounts are billed four times per year. The spring & fall bills will be actual reads, and the summer & winter bills will be estimated.

You are encouraged to compare the billed reading/estimate to your meter reading for all billings. Please be aware that higher-than-normal consumption may indicate a leak within your home. Residents and businesses are responsible for water consumption, including consumption caused by leaks.

Bill Payments

Water & sewer bills may be paid to the Treasury Department by one of the following options:

IN PERSON - Treasury Department, Orillia City Centre, 50 Andrew St. S., 1st Floor - Monday to Friday, 8:30am to 4:30pm (Holidays excepted)

(If payment is made in person at the Treasury Department, please bring your entire bill with you.)

BY MAIL - If paying by mail and your cheque is not a sufficient receipt, return complete bill with stubs and a self-addressed stamped envelope. Make cheque payable to City of Orillia and remit to: 50 Andrew St. S., Suite 300, Orillia, ON L3V 7T5

INTERAC PAYMENTS - lnterac payments can be made at the Orillia City Centre

DROPSLOT - To assist you in making payments a drop slot has been provided on the outside of the Orillia City Centre building (50 Andrew St. S.) to the right of the front door

BILL PAYMENT BY INTERNET OR TELEPHONE - Arrangements must be made through your financial institution for this type of payment

FINANCIAL INSTITUTIONS - Payments can be made in person at most financial institutions

You may request to have your water bill automatically debited from your bank account by completing & submitting our Pre-Authorized Water Payment Form for consideration.

PLEASE NOTE: THE CITY DOES NOT ASSUME RESPONSIBILITY FOR THE LATE ARRIVAL OF PAYMENTS MADE BY ANY OF THE ABOVE METHODS. IF PAYMENT IS NOT MADE WITHIN 15 DAYS FROM THE DUE DATE, WATER MAY BE SHUT OFF AND ADDITIONAL CHARGES MAY APPLY, OR THE WATER ACCOUNT BALANCE MAY BE ADDED TO TAXES WITHOUT FURTHER NOTICE.

PROPERTY OWNER must complete the Owner Agreement for Tenant form to authorize water and sanitary sewer charges be billed directly to the tenant. The form must be forwarded to the Treasury Department for processing.
